Notes of conversation with Mr.
of Imperial Maritime Customs, at Government House onthe 18th March, 1910, on the subject of suggestions, contained in the attached
memorandum, for the better collection of the revenue of the Imperial Maritime Customs on goods conveyed by Junks and steam-launches between Hongkong and China and for providing certain facilities for the furtherance of trade between Hongkong and ports in South China.

His Excellency the Governor explained that he wished to ask Kr. Harris some questions in elucidation of some of the proposals and suggestions contained in the memorandum which he had un-officially supplied to the Colonial Secretary dated 14th January, 1910. His Excellency added that he merely wished for information and could not comit the Government of Hongrong to the adoption

of any of the suggestione in whole or in part. Mr. Harris also wished it to be understood that he could not speak with full authori- ty on behalf of the Chinese Government and it was understood that the conversation was to be regarded as confidential and informal.
